On seeing the parallels between the historical circumstances that led to the establishment of Nadwatul Ulama-Lucknow and those faced by Muslim minorities living in the Europe of today, an overwhelming need was felt for an institution that would blend the richness of our legacy with the beneficial aspects of modernity and prepare a new breed of scholars to meet the challenges of today as was, and is, demonstrated in Dar al-'Ulūm Nadwatul Ulama-Lucknow. This need gave birth to an idea that was first made public in July of 1994 by the late Shaikh Abul Hasan Ali Al-Nadwi (R.A.) during his annual address to the Board of Trustees of Nadwatul Ulama-Lucknow in these words: "...Moulvi Mohammad Riyad Nadwi, resident of Oxford, England, has made the intention to establish an institution on the pattern of Dar al-'Ulūm, Nadwatul Ulama-Lucknow ..." (published on 10/11/94 in Tameer-e-Hayat, p.9). That intention finally became a reality in 1998, exactly one hundred years after the establishment of Dar al-'Ulūm, Nadwatul Ulama-Lucknow.
On 4th July, 1999, Dar al-Ulum held its inaugural conference in Oxford under the auspices of a distinguished group of ulama', academics and well-wishers drawn from the Subcontinent, Europe and the Arab world. The conference was presided over by Shaykh Salman Husaini Nadwi, Dean of the Faculty of Shariah and Usul, Nadwatul-Ulama, Lucknow and Chairman of the Consultation Board, Dar al-Ulum Oxford. The program included Arabic and English presentations by first and second year students of Dar al-Ulum as well as speeches given by notable ulama.
